Population Census of India: Demographic, Social and Household Statistics for ISS

Topic: Demographic Statistics Level: ISS / Govt / Private Sector Reading time: about 9 minutes

The Population Census is one of India's most important sources of small-area demographic and socio-economic statistics. It provides a detailed statistical picture of population size, composition, households, literacy, work participation and housing conditions.

1. What is the Population Census?

The Census is a periodic enumeration of the population together with a wide range of demographic, social and household characteristics. Unlike a sample survey, a population census aims at complete enumeration of the defined population within the census reference framework. For ISS preparation, the key idea is that census data provide detailed geographic and demographic benchmarks used for administration, planning and statistical analysis.

Why examiners love this topic
Population Census of India connects definitions, indicators, denominators and official-data interpretation. ISS questions often test whether a candidate can distinguish a statistical concept from the administrative or policy process behind it.

2. Major indicators derived from Census data

Important measures include population size, decadal growth rate, population density, sex ratio, child sex ratio, literacy rate, age composition, urban-rural distribution and work participation. Students should distinguish a count from a rate or ratio and always identify the denominator before interpreting an indicator.

Population
Absolute size and spatial distribution of people.
Density
Population divided by the relevant geographical area.
Sex ratio
Females per 1,000 males under the stated definition.
Literacy
A defined literacy measure for the specified population group.

3. Population growth and density

Population density is generally expressed as population per unit of geographical area. Decadal growth compares population at two census points, while compound annual growth uses a time-normalised rate. In numerical questions, clearly state the reference years and whether the question asks for absolute change, percentage growth or annualised growth.

Exam tip
In numerical questions, write the formula first, identify the numerator and denominator, and state the unit. In descriptive answers, define the indicator before discussing its uses or limitations.

4. Sex ratio, literacy and age structure

Sex ratio is commonly expressed as females per 1,000 males. Literacy indicators depend on the specified age population and the operational definition used by the census. Age structure divides the population into age groups and is central to dependency, labour-force and demographic-transition analysis.

5. Census versus sample survey

Census enumeration and sample surveys serve different statistical purposes. Census data offer detailed small-area coverage, whereas sample surveys can provide more frequent estimates for selected characteristics. An ISS answer should discuss coverage, frequency, cost, sampling error and non-sampling error rather than treating one source as universally superior.

7. Three important questions

Try each one on your own first, then tap the answer.

Question 1 | Conceptual (2 marks)

Why is a population census different from a sample survey?

Show answer

A census attempts complete enumeration within its defined coverage, while a sample survey observes a scientifically selected subset and infers population characteristics from it.

Question 2 | Numerical (5 marks)

A district has 2.40 million people and an area of 6,000 sq. km. Calculate population density.

Show answer

Density = 2,400,000 / 6,000 = 400 persons per sq. km.

Question 3 | Descriptive (10 marks)

Discuss the statistical uses of census data for demographic and socio-economic planning.

Show answer

Explain population size, age-sex composition, literacy, work participation, rural-urban distribution, household conditions and small-area planning, while noting census timing and data-quality considerations.

Key takeaways

  • Census provides detailed demographic and household statistics.
  • Density, growth, sex ratio and literacy require precise definitions and denominators.
  • Census and sample surveys complement each other in an official statistical system.
  • ISS answers should distinguish counts, rates, ratios and percentage changes.
