Pension and social security statistics describe participation in schemes, contributions, beneficiaries and benefit payments. These statistics are important for demographic, labour-market and public-finance analysis.
1. What are social security statistics?
Social security statistics describe programmes that provide income support, insurance or other defined benefits. Their statistical scope depends on the scheme and may cover workers, households, older persons or other beneficiary groups.
ISS questions on official statistics often test definitions, statistical units, denominators, rates, index concepts and interpretation of published data. Focus on the exact meaning of each indicator before applying a formula.
2. Coverage and beneficiaries
Coverage can refer to the share of an eligible population enrolled in a programme or the share actually receiving a benefit. The denominator must therefore be specified carefully.
Share of a defined eligible or target population covered by a scheme.
Person receiving a benefit under the stated programme definition.
Payment made into a social-security or pension scheme.
Payment or service provided to an eligible beneficiary.
3. Contributions and benefit payments
Contributions are payments into a scheme, while benefit payments are transfers made to eligible beneficiaries. They are different financial flows and should not be treated as interchangeable measures of programme size.
Always identify the numerator, denominator, reference period and unit before calculating an official-statistics indicator. In descriptive answers, define the measure first and then discuss uses and limitations.
4. Pension statistics
Pension statistics may include the number of subscribers, accounts, accumulated assets, contributions, annuity or pension payments and beneficiaries. The correct interpretation depends on whether the statistic is a stock or a flow.
5. Administrative data and quality
Social security systems generate administrative records that can provide timely programme statistics. Duplicates, inactive accounts, changes in eligibility and differences between registration and actual receipt can affect coverage measures.
7. Three important questions
Try each one on your own first, then tap the answer.
Why must the denominator be specified for a social-security coverage rate?
Show answer
Coverage can be measured against eligible persons, the working population, total population or another defined group, producing different rates.
A scheme has 2 million beneficiaries among 8 million eligible persons. Calculate coverage.
Show answer
2/8 × 100 = 25%.
Discuss the statistical value and limitations of administrative social-security data.
Show answer
Explain timeliness and large-scale coverage, while noting duplicate records, inactive accounts, changing eligibility and differences between registration and actual benefit receipt.
Key takeaways
- Coverage rates depend critically on the defined eligible population.
- Contributions and benefits are different financial flows.
- Pension data contain both stock and flow measures.
- Administrative records require quality checks before statistical interpretation.
