Disability Statistics in India: Concepts, Measurement, Prevalence and Data Sources

Topic: Official StatisticsLevel: ISS / Govt / Private SectorReading time: about 8 minutes

Disability statistics require careful definitions because disability can be measured through different conceptual and operational frameworks. For ISS preparation, focus on functional measurement, prevalence, population coverage, disaggregation and source comparability.

1. Why definitions matter

Disability statistics depend on the definition and measurement framework used. A count based on certified status may differ from one based on reported functional difficulty.

2. Prevalence

Prevalence expresses the number of persons identified under the chosen definition relative to the relevant population. The numerator and denominator must always be stated.

3. Functional domains

Questions may cover seeing, hearing, mobility, cognition, communication or self-care, depending on the framework. Wording and response categories affect measurement.

4. Disaggregation

Statistics may be broken down by age, sex, residence, education, employment or other characteristics. Small subgroup sizes can create sampling and precision issues.

5. Data sources

Censuses, surveys and administrative records can all contribute. Their concepts and coverage may differ, so estimates should not be combined without checking comparability.

6. Quality considerations

Sensitive reporting, proxy responses, question design, non-response and classification changes can affect estimates. Metadata are essential for interpretation.

Prevalence

Persons identified with a condition under a specified definition divided by the relevant population.

Functional limitation

Difficulty performing a specified activity under a defined measurement framework.

Disaggregation

Breaking an aggregate statistic into analytically relevant population groups.

ISS Exam Focus

For official-statistics questions, always define the statistical unit, reference period, coverage, numerator and denominator. Distinguish counts, rates, ratios, stocks and flows before interpreting a number.

Exam tip

In numerical questions, write the formula first, substitute values second and finish with the correct unit. In descriptive questions, structure the answer around definition, methodology, data source, quality and interpretation.

Three important questions on this topic

Try each one on your own first, then tap the answer.

Question 1 | Conceptual (2 marks)

Why can two disability prevalence estimates differ even for the same year?

Show answer

They may use different definitions, question wording, population coverage, data sources or measurement frameworks.

Question 2 | Numerical (5 marks)

A survey identifies 18,000 persons with a specified disability in a population of 900,000. Calculate prevalence per 1,000 population.

Show answer

18,000/900,000 × 1,000 = 20 per 1,000 population.

Question 3 | Descriptive (10 marks)

Discuss the importance of measurement design in disability statistics.

Show answer

Cover definitions, functional domains, question wording, proxy responses, population coverage, sampling, non-response, disaggregation and metadata.

Key takeaways

  • Definitions and statistical units determine what an official statistic actually measures.
  • Coverage, reference period and denominator are essential for meaningful comparison.
  • Administrative records, surveys and census-type operations have different strengths and limitations.
  • Always separate a statistical observation from an explanation or causal interpretation.
