Digitalisation has created new statistical requirements covering connectivity, device access, internet use, digital transactions and enterprise adoption of technology. These indicators combine household, enterprise and administrative sources.
1. What are ICT statistics?
ICT statistics describe access to and use of information and communication technologies. Indicators can relate to households, individuals, enterprises or institutions, so the unit of analysis must be specified.
ICT and Digital Economy Statistics in India connects definitions, indicators, denominators and official-data interpretation. ISS questions often test whether a candidate can distinguish a statistical concept from the administrative or policy process behind it.
2. Access versus usage
Access measures whether a household or person has a connection or device, while usage measures whether and how the technology is actually used. A high access rate does not necessarily imply frequent or meaningful use.
Availability of a device, connection or service under the specified definition.
Actual use of an ICT service by the defined population.
Population or enterprise universe represented by the indicator.
Recorded digital event; not necessarily a unique person or household.
3. Connectivity indicators
Indicators may cover internet access, mobile connectivity, broadband availability, device ownership and related infrastructure. Definitions can vary by technology and speed, so official metadata are essential when comparing indicators.
In numerical questions, write the formula first, identify the numerator and denominator, and state the unit. In descriptive answers, define the indicator before discussing its uses or limitations.
4. Digital transactions and administrative data
Digital payment and transaction systems generate high-frequency administrative records. These can be useful for measuring activity, but transaction counts do not automatically equal unique users, households or final consumption events.
5. Measurement challenges
Rapid technological change can make classifications obsolete. Multiple-device ownership, shared connections, privacy constraints, missing responses and changing platforms can affect comparability. Statistical agencies therefore need clear concepts and regular methodological review.
7. Three important questions
Try each one on your own first, then tap the answer.
Why should access and usage be reported separately?
Show answer
A person or household may have access to a technology without using it frequently or at all, so the two indicators measure different aspects of digital inclusion.
Out of 50,000 households, 37,500 report internet access. Calculate the access rate.
Show answer
37,500/50,000 × 100 = 75%.
Discuss the main challenges in measuring the digital economy.
Show answer
Explain rapidly changing technologies, platform classifications, shared devices, administrative-data concepts, privacy, coverage and the need for consistent metadata.
Key takeaways
- ICT indicators can be household-, person-, enterprise- or transaction-based.
- Access and usage are different statistical concepts.
- Administrative digital records require careful interpretation.
- Rapid technological change creates continuous classification challenges.
