Balance of Payments statistics organise a country's economic transactions with the rest of the world. For ISS candidates, the core task is to distinguish current transactions from financial flows, understand the accounting identity and interpret external-sector indicators carefully.
1. What is the Balance of Payments?
The Balance of Payments is a systematic statistical statement of transactions between residents and non-residents during a specified period. Its structure allows external transactions to be classified consistently.
2. Current account
The current account records major current transactions such as goods, services, primary income and secondary income. The balance depends on the values of receipts and payments under the relevant categories.
3. Capital and financial transactions
Capital and financial accounts capture specified capital transfers and financial transactions. Examples of financial categories include investment and other changes in financial assets and liabilities.
4. Double-entry accounting
Each transaction is recorded with corresponding entries under the accounting framework. This is why the accounts are constructed as a coherent statistical system rather than as a simple list of exports and imports.
5. External-sector indicators
Measures such as current account balance, trade balance and reserves describe different aspects of the external sector. They should not be treated as synonyms.
6. Exam approach
First identify the transaction type, then determine whether it belongs to goods, services, income, transfers or finance. State whether the number is a flow or a stock before interpreting it.
Current account
Covers goods, services, primary income and secondary income transactions.
Financial flow
A transaction changing financial assets or liabilities during a period.
Balance
A net difference between specified receipts and payments.
ISS Exam Focus
For official-statistics questions, always define the statistical unit, reference period, coverage, numerator and denominator. Distinguish counts, rates, ratios, stocks and flows before interpreting a number.
Exam tip
In numerical questions, write the formula first, substitute values second and finish with the correct unit. In descriptive questions, structure the answer around definition, methodology, data source, quality and interpretation.

Why is the trade balance different from the current account balance?
Show answer
The trade balance focuses on goods exports and imports, while the current account also includes services, primary income and secondary income.
Goods exports are ₹20 lakh crore and goods imports are ₹24 lakh crore. Calculate the merchandise trade balance.
Show answer
Trade balance = exports − imports = 20 − 24 = −₹4 lakh crore, indicating a merchandise trade deficit of ₹4 lakh crore.
Explain the statistical structure of the Balance of Payments.
Show answer
Discuss resident/non-resident transactions, current account components, capital and financial transactions, double-entry accounting, valuation and the distinction between flows and stocks.

- Coverage, reference period and denominator are essential for meaningful comparison.
- Administrative records, surveys and census-type operations have different strengths and limitations.
